Since the beginning of 2025, 8000 Ukrainians have received training vouchers from the state budget and will be able to acquire a new profession or specialty that is relevant in the labor market.Among the most popular professions and specialties that are being studied with the voucher, are nurse, cook, social worker, driver, reported Deputy Minister of Economy of Ukraine Tetiana Berezhna.
'To reduce the level of structural unemployment, when Ukrainians cannot find a job due to the mismatch of their professional skills or qualifications with the needs of employers, we have implemented a number of training programs. Thanks to them, people can acquire a currently relevant profession or gain additional skills and become more in demand in the labor market. In particular, one can take a training voucher and learn one of 155 professions and specialties. Since the beginning of this year, 8 thousand Ukrainians have already taken advantage of this opportunity. The state financed their training with 76 million UAH', - said Tetiana Berezhna.Among the most popular specialties and professions studied with vouchers this year are:- nursing (1962 vouchers issued);- cook (684);- social worker (579);- driver (534);- medicine (420).Among the people who took training vouchers:- people aged over 45 - 6137;- internally displaced persons - 1193;- people with disabilities - 479;- combat veterans - 252.In 2024, 23 thousand Ukrainians received training vouchers, and the state financed their training with 327 million UAH. Last year, the largest number of vouchers were taken for training in the specialties of nursing, psychology, preschool education, medicine, as well as for learning professions such as cook, driver, tractor driver, pastry chef.Who can receive a voucher?Vouchers can be obtained by certain categories of citizens who have a vocational or higher education, are not registered with the employment service as unemployed, and have not undergone training funded by the State Employment Insurance Fund for the past 3 years.In particular, these are:- people over 45 who have more than 15 years of insurance experience;- veterans, combat veterans;- internally displaced persons;- people with disabilities;- people who have been injured due to military aggression, or have been prisoners of war.How to obtain the service?- choose a specialty, profession, and place of study;- submit an online application on the website of the State Employment Service or contact any employment center with an application and documents (the main ones - passport, TIN, work book, education documents, etc.).Within 90 days of receiving the voucher at the employment center, a person must sign a training contract with the educational institution.The voucher amount cannot exceed 30,280 UAH. If the training cost is higher, the employer or the individual pays the difference themselves.The voucher can be used for training in the fields of IT technologies, construction, transport, education, medicine, agriculture, social services, etc. The profession, educational institution within Ukraine, and form of study (full-Time, part-time, or distance) are chosen by the individual independently. Training is conducted by institutions of vocational (vocational-technical), higher professional, and higher education, enterprises, institutions, and organizations that have a license for such educational activities.Analysis:State training vouchers have become popular among Ukrainians who wish to change their profession or acquire additional skills to be more in demand in the labor market. The program implemented by the Ministry of Economy of Ukraine allows people to choose one of 155 professions and specialties and study it for free at the expense of the state. Currently, the highest demand is for professions such as nurse, cook, social worker, driver. This indicates a need in the labor market for specialists in these fields.It is also interesting that among the voucher recipients are people of different ages and social statuses. The most vouchers were received by people over 45 years old, internally displaced persons, people with disabilities, and combat veterans. This proves that the program promotes the inclusion of these categories of citizens into the workforce and helps meet their demand in the labor market.It is also important to note that the training voucher program is successfully funded by the state. Since the beginning of 2025, 8000 Ukrainians have received vouchers, and 76 million UAH has been spent on their training. This is another positive aspect of this program, which helps citizens obtain quality education without financial expenses.
