According to the 'Gordon' portal, in the first quarter of 2025, the mortality rate among the civilian population in Ukraine increased by 59% compared to the previous year. UN Under-Secretary-General for Political and Peacebuilding Affairs Rosemary DiCarlo emphasized the significant deterioration of the security situation in the country.

DiCarlo stressed that attacks on civilians are contrary to international humanitarian law and are unacceptable.

As a result of Russian aggression in Ukraine since the beginning of 2022, at least 13,279 civilians have been killed, including 707 children. The number of injured totals 32,449, among them 2,068 children.

Massive use of ballistic missiles in major cities of Ukraine

In April 2025, the highest number of casualties among civilians in Ukraine since September 2024 occurred. One of the reasons was the mass firing of ballistic missiles in the major cities of the country. President of Russia Vladimir Putin confirmed the shelling of Sumy and Kryvyi Rih with civilian infrastructure facilities. The war has lasted for 1,192 days.

The 59% increase in the mortality rate in the first quarter of 2025 is a worrying signal. The massive use of ballistic missiles in major cities leads to an increase in casualties among the civilian population, threatening peace and security in the region.
