Pension Contribution for Cars: Lawyers Explained Who Can Count on Benefits.


Owners of private pension programs are not entitled to benefits when paying the mandatory contribution to the Pension Fund of Ukraine during the first registration of a vehicle.
Experts from the portal Yurists.ua reported that owners of private pension programs cannot take advantage of benefits when paying the mandatory contribution to the Pension Fund of Ukraine during the first registration of a vehicle. This information was provided by the experts in response to a reader's inquiry.
According to the lawyers of the portal, when registering a passenger car for the first Time, it is necessary to pay a contribution for mandatory state pension insurance. The rate of this contribution depends on the value of the vehicle. Lawyer Yuriy Ayvazyan explains: 'The payers of the contribution upon acquiring ownership rights to passenger cars are enterprises, institutions, and organizations regardless of the form of ownership, as well as individuals who, during the first registration of a vehicle in Ukraine, must pay the mandatory payment to the Pension Fund of Ukraine.'
Contribution Rates in 2025
The contribution rates remain at the level of 2024 and are as follows:
- 3% of the value for cars valued up to 499,620 UAH
- 4% of the value for cars valued from 499,620 UAH to 878,120 UAH
- 5% of the value for cars valued over 878,120 UAH
Exceptions from Contribution Payment
Despite the mandatory nature of the contribution payment, there are three categories of people who are exempt from this payment:
- owners of electric cars
- persons with disabilities who receive vehicles according to legislation
- persons who inherit passenger cars
Having a non-state pension provision agreement with an insurance company does not give the right to exemption from the contribution payment to the Pension Fund during the registration of a new car.
The value of the passenger car, for which the contribution is calculated, is determined according to the sales contract, exchange contract, certificate from customs authorities, expert valuation act, or other documents that confirm this value, excluding value-added tax.
Private pension programs do not provide benefits when paying contributions to the Pension Fund of Ukraine during vehicle registration. Ukrainian legislation stipulates that upon the first state registration of a passenger car, a contribution for mandatory state pension insurance must be paid. The contribution rates are determined depending on the value of the vehicle and remain at the level of 2024.
