Payment of labor in military administrations - conditions in 2025.


The National Agency of Ukraine for Civil Service (NADs) commented on the legal status of employees in military administrations in settlements during martial law and the peculiarities of labor payment in 2025, as mentioned in NADs' letter.
In accordance with the law 'On the Legal Regime of Martial Law', state officials and local government officials work in military administrations. However, they do not need to take the Oath of a civil servant/local government official.
According to Order No. 397, the working salary of employees in military administrations is paid under the same conditions as for local government officials, but some additional payments are not provided. Money for labor payment must be allocated from the local budgets of the territorial communities where military administrations operate.
The absence of labor relations means that employees of military administrations do not have certain guarantees, such as annual leave or job preservation and average wage levels during leave.
Some employees may receive monetary compensation instead of vacations in 2025, and their salaries will be indexed in July.
As a result of the military conflict, it is important to consider the peculiarities of the status and payment of labor for employees of military administrations in order to ensure their rights and interests in the working environment. NADs provides clear explanations of the legislation regarding this category of employees for greater transparency and understanding of the rules and restrictions concerning their activities.
