National Bank changed currency exchange rules: which dollars are not accepted at cash desks.


The National Bank of Ukraine has established new rules for exchanging foreign currency to resolve conflict situations and reduce the impact of human factors on the assessment of banknote wear.
According to the new rules, all banknotes confirmed by special equipment will be accepted for exchange, regardless of minor damages. The assessment of banknotes' condition will no longer depend on the personal opinion of cashiers.
The update of the regulatory framework indicates that banks and non-bank institutions must accept all foreign banknotes in accordance with the standards of the issuing central banks, even with minor damages.
Only banknotes with clear signs of wear will be accepted for collection depending on the corresponding tariffs. Information on tariffs and criteria for significant wear must be prominently displayed at the cash desks.
The National Bank also warns that refusing to exchange currency based on its denomination or year of issue is prohibited. In case of violation of these requirements, banks and financial institutions may be subjected to strict sanctions, with fines of up to 400 thousand hryvnias for banks and up to 5% of their own capital for non-bank institutions.
The National Bank urges consumers to report violations. In case of refusal to exchange currency, clients are recommended to first contact the management of the institution, and if there is no response, then to the National Bank. The regulator is strengthening control over compliance with the new rules and is ready to take necessary measures.
