Modernization of Housing and Utilities: Why Ukraine Needs More Than What Poland Spent.

The head of the Union of Consumers of Communal Services of Ukraine, Oleg Popenko, stated that for the modernization of Ukraine's utility sector, significantly more funds are needed than Poland, which received 150 billion dollars from the EU and the USA. Ukraine, with its infrastructure and the consequences of the war, requires much larger investments. Popenko noted that the EU allocated only 300 million dollars to Ukraine for modernization, but these funds could not be used due to restrictions and complex conditions. He emphasized the critical situation with rising utility tariffs and the existence of debts among the population. Popenko also cited the problem of heating in Kryvyi Rih, where many houses lack heating due to poor infrastructure. He asserts that without modernization of the utility sector, the situation will worsen.

Oleg Popenko also expressed concern over the state of gas reserves in Ukraine and refuted the idea that electricity tariffs are unprofitable. He also pointed out the shortcomings of the Ukrainian tax system, particularly in the distribution of the tax burden.
