Ukrainians in Europe will continue to use mobile communication and the internet at rates from their operators until the end of the year. This decision was made as part of a joint statement between Ukraine and the European Union.

Special tariffs for mobile communication will apply to Ukrainians in Europe for a few more years. This joint statement from Ukrainian and European operators is valid until December 31, 2025.

According to Fedorov, this means that Ukrainians will be able to enjoy uninterrupted access to communication until Ukraine joins the EU's roaming zone. Starting January 1, 2026, Ukrainians in the EU and Europeans in Ukraine will be able to communicate by phone without additional costs, just like at home.

Preferential roaming for Ukrainians in the EU - what is known

It is worth recalling that the previous Joint Statement expired in July 2025. There are still six months left until joining the EU roaming zone - Roam like at home (RLAH). To ensure that Ukrainians do not lose the opportunity to use preferential communication during the transition period, the validity of the statement has been extended for another six months. During this Time, Ukraine will complete all technical and legal procedures.

Starting January 1, 2026, Ukraine will join the unified roaming zone with the EU - 'Roaming like at home'. Ukrainians in EU countries and EU citizens in Ukraine will be able to communicate by phone without additional costs, regardless of their location.

Ukraine and the European Union have agreed to extend the joint statement on preferential roaming for Ukrainians in the EU until the end of 2025. This means that Ukrainians will be able to use mobile communication at their operator's rates in Europe without additional costs for a certain period. By 2026, Ukraine plans to join the EU roaming zone, which will mean that Ukrainians and Europeans will be able to communicate by phone in any country as if they were at home.
